(A) The Water Division is an operating division of the Department of Public Services and shall be supervised by the Director of Public Services. Said Division shall also have the power to pass and adopt all necessary rules and regulations for the conducting of business of said Division, subject to the approval of the City Manager.
(B) The Water Division, subject to the approval of the City Council shall have charge of the maintenance, repair, and operation of the water system of the city, including all lands upon which the same is situated and adjacent thereto owned by said city, the pipe line and elevated towers, pumping machinery, the entire distribution system located within said city and all appurtenances, fixtures, and appliances of every kind and nature connected therewith or appurtenant thereto, as now existing, or as may be hereafter constructed or acquired by said city.
