(A) Rates within city limits. The following water rates shall prevail within the corporate limits of the city:
(1) Residential rate schedule:
May 1, 2016—April 30, 2017 | $2.83 per 1,000 gallons, monthly |
May 1, 2017—April 30, 2018 | $3.25 per 1,000 gallons, monthly |
May 1, 2018—April 30, 2019 | $3.73 per 1,000 gallons, monthly |
May 1, 2019—April 30, 2020 | $4.29 per 1,000 gallons, monthly |
May 1, 2020—April 30, 2021 | $4.93 per 1,000 gallons, monthly |
(2) Commercial and industrial rate schedule:
May 1, 2016—April 30, 2017 | $2.83 per 1,000 gallons, monthly |
May 1, 2017—April 30, 2018 | $3.25 per 1,000 gallons, monthly |
May 1, 2018—April 30, 2019 | $3.73 per 1,000 gallons, monthly |
May 1, 2019—April 30, 2020 | $4.29 per 1,000 gallons, monthly |
May 1, 2020—April 30, 2021 | $4.93 per 1,000 gallons, monthly |
(3) Upon completion of the above rate schedule, a 3% increase to rates shall be applied annually, thereafter;
(4) NECCWD as per contract;
(5) (a) In the event the consumer does not pay the bill on or before the due date; then, the consumer shall pay a penalty of 10% of the total amount due.
(b) The late penalty shall not be assessed against consumers who are a minimum of 62 years of age or are receiving social security benefits, and who are a permanent resident within the city.
(c) This limited exemption of the late penalty does not in any way prohibit the city from using all available means provided by statute or ordinance for the collection of past due bills. This exemption is not a right, but a service that may be revoked at any time by the Director of Finance for just cause. The Director shall establish and implement appropriate procedures for the application of this exemption and the verification of qualifications for consumers.
(6) An administration fee of $2.50 monthly shall be made to each residential consumer on each meter setting;
(7) An administration fee of $2.50 monthly shall be made to each commercial or industrial consumer of each meter setting;
(8) Any property of which any commercial use is made shall pay the commercial rate; and
(9) Upon instituting a radio read system to read water meters, a $4 per month technology fee will be added to all accounts receiving water service.
(B) Rates outside city limits. The following rates shall prevail for water furnished beyond the corporate limits of the city:
May 1, 2017—April 30, 2018 | $5.87 per 1,000 gallons, monthly |
May 1, 2018—April 30, 2019 | $5.87 per 1,000 gallons, monthly |
May 1, 2019—April 30, 2020 | $6.43 per 1,000 gallons, monthly |
May 1, 2020—April 30, 2021 | $7.39 per 1,000 gallons, monthly |
