(A) The Director of Public Services shall read or cause to be read every water meter used in the city at such times as are necessary that the bills may be sent out at the proper time.
(B) (1) Any municipal water meter shall be read manually upon request of the property owner, upon payment of a fee of $75.
(2) If upon the manual reading the electronic read is found inaccurate the apparatus shall be repaired or replaced and the $75 fee returned to the customer.
