Before using the electric eel, the person, firm, or corporation shall notify the Director of Public Services of its intentions thereof and also notify him or her in detail of the location where said electric eel is to be used. The Director of Public Services shall upon investigation issue the permit to use said electric eel if in his or her opinion no city property will be damaged by reason of the use of said electric eel.
