(A) (1) Rates or charges for service shall be payable monthly, for which bills shall be rendered.
(2) The owner of the premises, the occupant thereof and the user of the service shall be jointly and severally liable to pay for the service to such premises and the service is furnished to the premises by the city only upon the condition that the owner of the premises, occupant and user of the services are jointly and severally liable therefor to the city.
(B) The City Treasurer shall cause sewer bills to be transmitted monthly.
(C) All sewer bills are due and payable by the third of the month following the transmission date. A penalty of 10% shall be added to all bills not paid by said due date. The late penalty shall not be assessed against users who are a minimum of 62 years of age or are receiving social security benefits, and who are a permanent resident within the city.
