(A) In the event use of the wastewater facilities by nonresidential users is determined by the Manager to include wastes in addition to normal strength domestic waste, the user shall pay a surcharge cost in addition to the basic user charge, the basic user rate and the debt service rate.
(B) The rates of surcharge for BOD and SS shall be as follows:
(1) For biochemical oxygen demand (BOD): $0.13 per pound BOD; and
(2) For suspended solids (SS): $0.22 per pound SS.
