There shall be and there are hereby established wastewater facilities of Wood River Regional System to be applied to each user as stated below.
(A) Wood River Regional system.
(1) Basic user charge shall be $1.64 per metered user per billing.
(2) Basic user rate shall be as follows:
(a) Village of Hartford shall be $3.08 per 1,000 gallons and shall be applied to all metered wastewater received at the facility. An annual increase of 6%, starting May 1, 2017, and ending April 30, 2020, shall be assessed. Beginning May 1, 2020, a 3% increase will be assessed thereafter;
(b) Village of Roxana shall be $0.21 per pound of solids received at the facility;
(c) Wood River Township users shall be equivalent to the out of town user rate and shall be applied to all wastewater dischargers based upon metered water consumption;
(d) Amoco Chemical Corp. shall be $1.12 per 1,000 gallons and shall be applied to all metered wastewater received at the facility;
(e) Village of Bethalto shall be equivalent to the in town user rate and shall be applied to all metered wastewater received at the facility; and
(f) All others shall pay $0.08 per gallon and shall be applied to the maximum capacity of the tank or truck, provided permits are obtained when needed.
(3) (a) Debt service rate shall be an annual payment to the city for proportionate use as follows:

(b) These rates are for 20 annual payments at 7%, but each governmental entity has the right of prepayment or payment of a lump sum, which would modify the above amounts.
(B) City of Wood River.
(1) Basic user charge shall be $1.64 per metered user per billing.
(2) Basic user rate/debt services rate shall be as follows:
(a) Rates within city limits. The following sewer rates shall prevail within the corporate limits of the city:
May 1, 2016—April 30, 2017 | $5.00 per 1,000 gallons, monthly |
May 1, 2017—April 30, 2018 | $5.30 per 1,000 gallons, monthly |
May 1, 2018—April 30, 2019 | $5.62 per 1,000 gallons, monthly |
May 1, 2019—April 30, 2020 | $5.96 per 1,000 gallons, monthly |
May 1, 2020—April 30, 2021 | $6.32 per 1,000 gallons, monthly |
(b) Rates outside the city limits. The following sewer rates shall prevail for customers beyond the corporate limits of the city:
May 1, 2016—April 30, 2017 | $7.21 per 1,000 gallons, monthly |
May 1, 2017—April 30, 2018 | $7.64 per 1,000 gallons, monthly |
May 1, 2018—April 30, 2019 | $8.10 per 1,000 gallons, monthly |
May 1, 2019—April 30, 2020 | $8.59 per 1,000 gallons, monthly |
May 1, 2020—April 30, 2021 | $9.11 per 1,000 gallons, monthly |
(3) Upon completion of the above rate schedule, a 3% increase to rates shall be applied annually, thereafter.
(4) Summer rates for Wood River Residents: during summer months (six consecutive billings), single-family residences will be charged for sewer usage upon water consumption at a maximum of 7,000 gallons only.
