§ 50.22 SERVICE CHARGE.
   (A)   (1)   The owner, tenant, or occupant of a residence, home, trailer house, flat, or apartment with one or more dwelling units within the corporate limits of the city shall have the residential garbage and residential rubbish service rendered by the city for each calendar month and shall be billed the sum for each unit as follows:

      (2)   Said sum shall be billed for each of said dwelling units monthly on the statement for water service provided by the city.
   (B)   The occupant of a residence in the city, who is a minimum of 62 years of age, and who is a permanent resident within the city will have their refuse rate reduced by $1 upon application to the City Treasurer with proof of age.
   (C)   Upon request by the resident, the city will adjust refuse payment for a citizen who will be out-of-town for an extended period of time. To be eligible for this adjustment:
      (1)   The citizen must be out-of-town for more than 30 days;
      (2)   The citizen must have no water consumption during that period of time; and
      (3)   The city must receive credit from the refuse hauler.
   (D)   (1)   The owner, tenant, or occupant of the multi-family apartment complex known as Roc-Wood Village, shall have dumpster service for residential garbage and residential rubbish rendered by the city.
      (2)   Each dwelling unit in the complex shall be billed, on the statement for water service provided by the city, monthly as follows:
