§ 50.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   COMMERCIAL GARBAGE. The discarded or spoiled foodstuffs produced for human consumption that comes from hotels, motels, trailer parks, restaurants, and other places that sell or dispense food stuffs. COMMERCIAL GARBAGE will be hauled by private collection crews as per agreement between the owner or occupant and the private collector. This garbage may be mixed with the rubbish and is to be enclosed in an approved container as hereinafter provided in this chapter; provided the garbage is drained of excess liquids.
   COMMERCIAL RUBBISH. The miscellaneous waste (excluding commercial garbage) and materials resulting from the operation of mercantile enterprises and includes packing boxes, cartons, excelsior, paper, and rubbish from offices and stores, but will not include building materials, dirt, landscape waste, or discarded furniture which shall be hauled away by the property owner or occupant at his or her own expense. COMMERCIAL RUBBISH will be hauled by private contractor as per agreement between the commercial establishment and the private hauler or collector.
   LANDSCAPE WASTE. Accumulation of grass or shrubbery, cuttings, leaves, tree limbs, and other landscape materials accumulated as the result of the care of lawns, shrubbery, vines, and trees. (See § 50.17).
   RECYCLABLES. Accepted recyclables to place in a recycle container: Cans: aluminum and metal, loose jar lids, metal; bottle caps, aluminum foil. Glass: glass jars and bottles; glass food containers; glass beverage containers. Broken glass must be placed inside a box. Paper: newspapers; mail; cardboard; magazines; paper towel rolls. Plastics: #1, #2, #3, #4, #5, #7 containers which includes bottles, jars, jugs, and other rigid plastics, food and beverage cartons. No bags, napkins, styrofoam, or food waste.
   REFUSE. All garbage and rubbish generated within the corporate limits of the city shall be divided into the following classes: residential garbage; residential rubbish; commercial garbage; and commercial rubbish, landscape waste, and regulated waste.
   REGULATED WASTE.
      (1)   Any waste which competent authority has established regulations on the dissolution or handling.
      (2)   Such list shall be deemed advisory on the part of the city but is provided by various regulatory agencies:
         (a)   Yard waste - grass clippings, and the like;
         (b)   White goods - appliances, refrigerators, and the like;
         (c)   Liquids - Any material or sludge regulated by EPA, including paint, chemicals, and the like;
         (d)   Batteries;
         (e)   Tires;
         (f)   Construction waste;
         (g)   E-waste; and
         (h)   Such other materials which have been deemed to create a hazard when disposed in a landfill.
   RESIDENTIAL GARBAGE. Discarded or spoiled foodstuffs, kitchen and table refuse, all of which was intended for human consumption. This does not include dead animals and other offal. RESIDENTIAL GARBAGE may be placed with rubbish, providing the combined garbage and rubbish is enclosed in an approved container as hereinafter defined and provided the garbage is drained of liquid and wrapped.
   RESIDENTIAL RUBBISH. The miscellaneous waste materials resulting from the usual routine of housekeeping, including tin cans, bottles, glassware, crockery, bones, rags, and paper.
