All bids solicited and received pursuant to this subchapter shall be of a sealed nature. The opening of submitted bids shall be done at the office of the City Clerk at the date and time specified in the solicitation for bids. All bids received by the City Clerk shall be opened in a public place and read aloud by the City Clerk, or in the absence of the City Clerk, the Deputy Clerk. All bids received and opened shall be available for public inspection no less than 48 hours prior to an award being made.
