The Fire Department shall consist of two administrative staff positions, Fire Chief and Deputy Fire Chief, as well as regular or full-time division, and a paid on call division. The Deputy Fire Chief, regular division, and paid on call division shall be under the Fire Chief’s supervision and control. The Fire Chief and the Deputy Fire Chief shall be appointed by the City Manager and when appointed from within the Fire Department, he or she shall revert to the rank that he or she held at the time of appointment, should he or she be removed. The table of organization vacancy shall remain vacant for a period of at least one year. All other appointments to or promotions within the Fire Department shall be recommended by the City Manager, as provided by 65 ILCS 5/10-2.1-6.3 from an eligibility list provided by the Fire and Police Commissioners.
