The Department of Police shall consist of the Chief of Police, who shall be Director of the Department, and such other members and officers as may be provided for from time to time by the City Council. The Chief of Police shall be appointed by the City Manager as provided by law, and when appointed from a civil service position, shall revert to the rank that he or she held at the time of appointment, should he or she be removed. The table of organization vacancy shall remain vacant for a period of at least three years.
