There is hereby established a Wood River Community Appearance Board which shall consist of nine members, whose terms of office shall be three years. The members shall be citizens of the city representing each segment of the community including business, industry, private individuals, and civic groups. The members shall be appointed by the Mayor, with the consent of the City Council.
