Any person filing an application or petition for annexation of any land to the Village shall, at the time of filing such application or petition with the Village Clerk, pay an annexation fee as prescribed by subsection 3-1A-3A of this Code. This annexation fee shall be applied to defray the costs incurred by the Village incident to the consideration of the petition for annexation, costs of referendums, if any, required to be held on the question of annexation, recording fees and all other such fees, costs and expenses incident to such annexation. If, prior to the approval of the plat of annexation and of the annexation ordinance, the costs and expenses incident to such annexation incurred or to be incurred by the Village are in excess of the amount previously paid by such applicant for annexation, such cost in excess of the annexation fee previously paid shall be paid by such applicant to the Village Clerk prior to the statutory certification by the Village Clerk of the plat of annexation.
