8-1I-2: AMENDMENTS TO CODE:
The following additions, insertions, deletions and changes are hereby made to the international fire code, 2012 edition:
Section 101.1 Title. Delete in its entirety.
Section 102.3 Change Of Use Or Occupancy. Delete in its entirety.
Section 102.4 Application Of Building Code. Delete in its entirety and in lieu thereof substitute the following new section 102.4:
   Section 102.4 Application Of Building Code. The design and construction of new structures, as well as the repair, alteration and addition to existing structures shall comply with the International Building Code/2021, second printing, as prepared and published by the International Code Council, Inc., and as amended by title 8, chapter 1, of the village code. All references herein to the "International Existing Building Code" shall be deleted, and in lieu thereof substitute the International Building Code/2021, second printing, as prepared and published by the International Code Council, Inc., and as amended by title 8, chapter 1, of the village code.
Section 102.4 Application Of Building Code. Amend by adding the following new sections 102.4.1 and 102.4.2:
   Section 102.4.1 Application Of Electrical Code. All references within this code to the "ICC electrical code" shall be changed to read, "National Electrical Code, 2020 edition (NFPA 70- 2020), as prepared and published by the National Fire Protection Association, Inc., and as amended by title 8, chapter 1, article E, of the village code." The provisions of said electrical code, as amended, shall apply to the installation, alteration, repair, and replacement of electrical systems, including equipment, appliances, fixtures, fittings and appurtenances thereto.
   Section 102.4.2 Application Of Plumbing Code. All references within this code to the "International Plumbing Code" shall be changed to read, "Illinois Plumbing Code as currently adopted, as sponsored and published by the Illinois department of public health, and as amended by title 8, chapter 1, article F, of the village code." The provisions of said plumbing code, as amended, shall apply to the installation, alteration, repair and replacement of plumbing systems, including appliances, fixtures, fittings and appurtenances thereto.
Section 103.2 Appointment. Delete in its entirety and in lieu thereof substitute the following new section 103.2:
   Section 103.2 Appointment. The fire code official shall be the building official or his designee; and the fire code official shall not be removed from office except for cause and after full opportunity to be heard on specific and relevant charges by and before the appointing authority.
Section 104.8.1 Materials And Equipment Reuse. Delete in its entirety.
Section 105.3.1 Expiration. Delete in its entirety and in lieu thereof substitute the following new section 105.3.1:
   Section 105.3.1 Expiration. An operational permit shall remain in effect until reissued, renewed or revoked or for such a period of time as specified in the permit. The expiration and extension of construction permits shall be in accordance with title 8, chapter 1, article A of the village code.
Section 105.3.2 Extensions. Delete in its entirety.
Section 105.3.3 Occupancy Prohibited Before Approval. Delete in its entirety.
Section 105.3.4 Conditional Permits. Delete in its entirety.
Section 106.1 Construction Documents. Delete in its entirety and in lieu thereof substitute the following new section 105.4:
   Section 106.1 Construction Documents. Construction documents shall be in accordance with this section and with title 8, chapter 1, article A of the village code.
Section 111 Means Of Appeals. Delete in its entirety. Section 112.4 Violation Penalties. Delete in its entirety.
Section 114 Unsafe Structures or Equipment. Amend by adding the following new section 114.8:
   Section 114.8 Fire Watch. When deemed necessary by the fire code official, a fire watch shall be ordered in accordance with this code. The fire code official shall determine the number of personnel required and the duration necessary for the fire watch. Conditions that may require a fire watch include, but are not limited to, the following:
   1.   Where fire safety equipment or fire protection systems for a building are placed out of service, and will not likely be restored immediately;
   2.   Where the fire load in a building is greater than the normal daily operations; or
   3.   Where other unsafe or hazardous conditions exist.
Section 304.2 Storage. Delete in its entirety and in lieu thereof substitute the following new section 304.2:
   Section 304.2 Storage. Storage of combustible rubbish shall not produce conditions that will create a nuisance or a hazard to the public health, safety or welfare. Combustible materials shall be removed daily or more often as is necessary to suitable vaults, bins, dumpsters, or compactors. Such practices shall be as approved by the fire official.
Section 311.2.1 Security. Delete in its entirety and in lieu thereof substitute the following new section 311.2.1:
   Section 311.2.1 Security. Every person owning or having charge or control of any vacant or fire damaged building shall remove all combustible waste and refuse therein. Exterior openings and interior openings accessible to other tenants or unauthorized persons shall be boarded, locked, blocked or otherwise protected to prevent entry by unauthorized individuals.
Section 311.2.2 Fire Protection. Delete exceptions in their entirety.
Section 315.4 Outside Storage. Delete exceptions in their entirety.
Section 401.1 Scope. Delete exception in its entirety.
Section 503 Fire Apparatus Access Roads. Amend by adding the following new section 503.7:
   Section 503.7 Additional Design Components. Design components shall be provided so that:
   1.   Public or private access is provided to each building so that the first responding fire department pumper unit will be able to be so located that all points of the interior of the building may be reached by one hundred fifty feet (150') of initial attack hose.
   Where the size or height of the building does not allow this regulation to be met, an interior standpipe system equipped with fire department hose connections approved by the fire code official may be allowed as an exception. The standpipe system shall be connected to a public water system.
   A minimum of two (2) two and one-half inch (21/2") inlets or one (1) five inch (5") Storz connection with 30-degree turndown (fire department connection) shall be provided as determined by the AHJ.
   2.   The public or private access for motor fire apparatus shall be provided such that there may be proper operation of ladders and mechanically elevated mechanisms, and as shown on the approved site plan.
   3.   Access routes shall be so arranged that fire department apparatus may respond from all points of the building to adjacent fire hydrants along routes not to exceed three hundred feet (300') from the most remote point of the building perimeter to the closest fire hydrant.
   4.   Fire lanes on private property shall be approved by the fire code official, and parking of motor vehicles otherwise obstructing such fire lanes or access routes shall be prohibited at all times. Permanent all-weather signs identifying fire lanes and accessways shall be posted.
   5.   Access roads or fire lanes for unlimited area buildings and buildings over thirty feet (30') in height may be not less than fifteen feet (15') from the buildings, unless the adjacent wall has a fire-resistive rating of two (2) hours, minimum. This optional design must be approved by the fire code official. If the height of the building requires a greater setback to ladder the buildings, the distance from the building shall be as approved by the fire code official.
Section 505.1 Address Numbers. Delete in its entirety and in lieu thereof substitute the following new sections 505.1 and 505.2:
   505.1 Address Numbers. New and existing buildings shall have approved address numbers, building numbers, suite numbers or approved building identification placed in a position that is plainly legible and visible from the street or road fronting the property. These numbers shall contrast with their background. Address numbers shall be Arabic numerals or alphabet letters. Numbers/letters shall be a minimum of four inches (4") high. Numbers/letters shall have a minimum stroke width of one-half inch (1/2").
   Exception: If the building is farther than 50' from the street or the road fronting the property, the numerals shall be a minimum height of 8" with a stroke width of 3/4".
   505.3 All suites within a building shall be clearly labeled and placed in a position that is plainly legible and visible from the common area outside of the suite. Building door identification numbers shall be provided on commercial and industrial buildings to facilitate emergency response. Each door shall have a number starting with the main entrance doors as door number:
   1.   Subsequent doors should be numbered sequentially in a clockwise order, to the left of the first door and around the building. Door numbers shall be placed at the top right of the door as you face the door. Door numbers shall be affixed on the inside and the outside of the door. Numbers on the inside of the door shall match the number on the exterior. Numbers shall be Arabic style 4 inch in height and stroke width of one-half inch ½", reflective material and in contrasting color to the door.
Section 506.1 Where Required. Delete in its entirety and in lieu thereof substitute the following new section 506.1:
   Section 506.1 Where Required. Where access to or within a structure or an area is restricted because of secured openings, or where immediate access is necessary for life-saving or fire-fighting purposes, the fire code official shall require a key box to be installed in an approved location. In addition, the fire code official shall require all existing structures that are required to be equipped with an approved fire alarm system that consists of smoke and/or heat detection, and all buildings required to be equipped with a complete sprinkler system, to have an approved key box system. Installation is required within thirty (30) days after approval of this article.
Section 506 Key Boxes. Amend by adding the following new sections 506.3 and 506.4:
   Section 506.3 Height. The key box shall not be located higher than five feet (5') above grade. If there are practical difficulties locating the key box at this height, the location shall be approved by the fire code official.
   Section 506.4 Contents. The approved key box shall be sized to contain all keys, key cards and access code information necessary to gain access to and throughout the building as required by the fire code official.
Section 507.5.1 Where Required. Delete in its entirety and in lieu thereof substitute the following new section 507.5.1:
   Section 507.5.1 Where Required. Where a portion of the facility or building hereafter constructed or moved into or within the jurisdiction is more than three hundred (300) feet from a hydrant on a fire apparatus road, as measured by an approved route around the exterior of the facility or building, on-site fire hydrants and mains shall be provided where required by the fire code official.
Section 507.5 Fire Hydrant Systems. Amend by adding the following new section 507.5.7:
   Section 507.5.7 Installation. The installation of fire hydrants shall be in accordance with the following:
   1.   Water supplies shall be delivered to fire hydrants under pressure equitable to the adjacent municipal main.
   2.   Fire hydrants shall be located along public streets, fire lanes, or access routes so that no portion of the building perimeter will be over three hundred feet (300') from a public fire hydrant. Where this is not possible, hydrants shall be placed along the access route at a location approved by the fire code official.
   3.   Access to fire hydrants shall be made by all-weather roadways adequate in width, clearance and strength for fire fighting purposes. Such routes, including private roadways, shall be maintained accessible during all seasons of the year.
   4.   Hydrants shall be located approximately ten feet (10') from all-weather roadways. Where approved by the fire code official, a hydrant may be placed no less than three feet (3') from an all-weather roadway.
   5.   In apartments, town houses, condominiums, town/row or cluster housing areas where streets or parking lots dead end, hydrants shall be placed along the access route at a location approved by the fire code official.
   6.   At least two (2) fire hydrants shall be located within three hundred feet (300') of the building.
   7.   Hydrants shall not be located closer than twenty-five feet (25') to a building.
   8.   Each hydrant shall have the pumper (steamer) connection facing the primary all-weather roadway, and shall be accessible from said roadway.
   9.   Fire hydrant outlets/connections shall be located no less than eighteen inches (18") and no more than thirty-six inches (36") above the finished grade.
   10.   Fire hydrants shall be protected from accidental damage by approved methods when located in areas subject to vehicular damage.
   11.   Fire hydrants used in connection with water supplies shall be of a type as specified in title 10 of the village code entitled "Subdivisions", or as otherwise approved by the village engineer.
   12.   A fire hydrant shall be located within seventy-five feet (75') of the building fire department connection.
Section 509.1 Identification. Delete in its entirety and in lieu thereof substitute the following new section 509.1:
   509.1 Identification. Fire protection equipment shall be identified in an approved manner. Rooms containing controls for air-conditioning systems or fire protection systems shall be identified for the use of the fire department. Approved signs required to identify fire protection system equipment and equipment location shall be constructed of durable materials, permanently installed and readily visible. The door that provides access to the fire alarm control panel location shall be marked FACP in minimum 4-inch Arabic letters, with a 1/2-inch stroke and of contrasting color to the door. Fire command rooms that contain fire alarm and sprinkler controls shall be labeled FACP/Fire Sprinkler Room.
Section 509 Fire Department Access To Equipment. Amend by adding the following new section 509.3:
   Section 509.3 Access To Fire Equipment. In multiple single-family dwellings where no interior common area exists, fire alarm panels and sprinkler system valves shall be located in a room accessible only to qualified, including fire district, personnel. The fire district shall have access to such room and equipment at any time, unless approved otherwise by the fire code official.
Section 604.1 Required. Amend by adding the following new section 604.1.1:
   Section 607.1.1 Size. At least one (1) elevator shall be provided for fire district emergency access in accordance with section 3002.4 as amended. The minimum clearance distance between walls or between a wall and a door, excluding return panels, shall not be less than the following:
   1.   Center door-minimum of forty-two (42") inches of clear opening at the door and interior clear dimensions of not less than eighty-four (84") inches deep and sixty-three (63") inches wide.
   2.   Side door-minimum of forty-two (42") inches of clear opening at the door and interior clear dimensions of not less than eighty-four (84") inches deep and fifty-one (51") inches wide.
Section 604 Elevator Operation, Maintenance And Fire Service Keys. Amend by adding the following new section 604.8:
   Section 604.8 Elevator Phone. An elevator phone, where required, shall terminate directly at a location specified or approved by the fire code official.
Section 806.1.1 Restricted Occupancies. Delete in its entirety and in lieu thereof substitute the following new section 806.1.1:
   Section 806.1.1 Restricted Occupancies. Natural cut trees shall only be allowed in group R-2 and R-3.
Section 807.5.2.1 Storage In Corridors And Lobbies. Delete exceptions nos. 1 and 2 in their entirety.
Section 807.5.5.1 Storage In Corridors And Lobbies. Delete exceptions nos. 1 and 2 in their entirety.
Section 901.6.3 Records. Amend by adding the following new section 901.6.3.2:
   Section 901.6.3.2 Submission of Reports. Contractors who perform inspection, testing and/or maintenance services on fire and life safety systems are required to electronically submit all compliant and non-compliant reports to the Community Development Department via a method approved by the Building Commissioner.
Section 903.2 Where Required. Delete in its entirety and in lieu thereof substitute the following new section 903.2:
   Section 903.2 Where Required. All Occupancies Other Than Group U. An automatic sprinkler system shall be provided throughout all buildings containing any use group other than U. For use group R-3 refer to the IRC section 313.
Section 903.2.1 Group A. Delete in its entirety.

Section 903.2.11 Specific Buildings Areas And Hazards. Delete in its entirety and in lieu thereof substitute the following new section 903.2.11:
   Section 903.2.11 All Occupancies Other Than Group U. An automatic sprinkler system shall be provided throughout all buildings containing any use group other than U. For use group R-3 refer to the IRC section 313.
Section 905.1 General. Delete in its entirety and in lieu thereof substitute the following new section 905.1:
   Section 905.1 General. Class I standpipe systems shall be provided in new buildings and structures in accordance with this section. All references herein to either class II standpipe system(s) or class III standpipe system(s) shall be deleted and in lieu thereof shall substitute the words "class I standpipe system(s)". Fire hose threads used in connection with standpipe systems shall be approved and shall be compatible with fire district hose threads. The location of the fire district hose connections shall be approved. In buildings used for high-pile combustible storage, fire protection shall be in accordance with chapter 32.
Section 905.3.1 Building Height. Amend by adding the following new section 905.3.1.1:
   Section 905.3.1.1 Building Area. Class I standpipe systems shall be installed in all buildings where any portion of the building's interior area is more than one hundred fifty (150') feet of travel vertically and horizontally from the nearest point of fire district vehicle access.
Section 905.7.2 Locking Cabinet Doors. Delete exception nos. 1 and 2 in their entirety. Section 905.8 Dry Standpipes. Add exception 2:
   Exception 2. When approved by the fire code official.
Section 906.1 Where Required. Amend by adding the following new subsection 7:
   7.   Within five feet (5') of all exit doors in all but R-3 occupancies. If there are practical difficulties in locating the fire extinguisher within five feet (5') then it shall be as directed by the fire code official.
Section 907.1.3 Equipment. Delete in its entirety and in lieu thereof substitute the following new section 907.1.3:
   Section 907.1.3 Equipment. Systems and their components shall be listed and approved for the purpose for which they are installed. All fire alarm systems shall be relegated to fire alarm associated equipment and not be combined with burglar alarm equipment. All new fire alarm systems shall be addressable.
Section 907.1 General. Amend by adding the following new section 907.1.4:
   Section 907.1.4 Supervision. Required automatic detection and alarm systems shall be directly connected to an approved UL fire alarm receiving location providing twenty-four (24) hour supervision of alarm and system trouble. If the alarm is approved to be supervised outside of the DuPage, Will and Cook County areas, it shall also have a direct connection that terminates at a location approved by the fire code official.
Section 907.1 General. Amend by adding the following new section 907.1.5:
   Section 907.1.5 Acceptance Testing. Testing of alarm systems shall be done in accordance with NFPA 72 and/or the fire code official, and a certificate of completion shall be provided to the fire code official.

   Section 907.1.6 Power Source. All backup emergency power supplies for fire alarm systems or devices shall be capable of providing full operation of the system or device for a minimum of 60 hours upon loss of primary power.
Section 907.2 Where Required-New Buildings And Structures. Delete in its entirety and in lieu thereof substitute the following new section 907.2:
   Section 907.2 Where Required-New Buildings And Structures. An approved automatic fire alarm system shall be provided in all new buildings, other than buildings of group U and detached or horizontally separated single-family dwelling units of group R-3. References herein to the contrary shall be deleted. An approved manual fire alarm system and smoke detection systems shall be provided in accordance with sections 907.2.1 through 907.2.23. Where automatic sprinkler protection installed in accordance with section 903.3.1.1 or 903.3.1.2 is provided and connected to the building fire alarm system, automatic detection required by this section shall not be required.
   An approved automatic fire detection system shall be installed in accordance with the provisions of this code and NFPA 72. Devices, combinations of devices, appliances and equipment shall comply with section 907.1.2. The automatic fire detectors shall be smoke detectors, except that an approved alternative type of detector shall be installed in spaces such as boiler rooms where, during normal operation, products of combustion are present in sufficient quantity to actuate a smoke detector. In all cases, rate-of-rise type heat detectors are prohibited for use in guest rooms and dwelling units.
   All wiring in non-accessible areas shall be installed in electrical metallic tubing but may be run exposed in accessible areas over eight (8'-0") feet above finished floor such as, but not limited to, spaces above dropped ceilings, attic spaces, crawl spaces and must be properly fastened.
   Audio visual (AV) devices shall not be installed on lay in type ceilings. In areas that have lay in type ceilings AV devices shall be wall mounted.
Section 907.2.1 Group A. Delete exception in its entirety.

Section 907.2.3 Group E. Delete exceptions in their entirety.
Section 907.2.4 Group F. Delete exception in its entirety.
Section 907.2.7 Group M. Delete exception in its entirety.
Section 907.2.8 Group R-1. Amend by adding the following new section 907.2.8.4:
Section 907.2.8.4 Means Of Egress. Automatic smoke detectors, connected directly to the fire alarm system, shall be installed at the top of each exit stairway and spaced no more than every third floor below, exit accessways and common area means of egress corridors.
Section 907.2.8.1 Manual Fire Alarm System. Delete exceptions in their entirety.
Section 907.2.8.2 Automatic Smoke Detection System. Amend by adding the following new section 907.2.8.2.1:
   Section 907.2.8.2.1 Fixed Temperature Heat Detector. For existing non-sprinklered, converted, remodeled or retrofit multifamily dwellings, a minimum of one (1) fixed temperature heat detector is required in the immediate vicinity of all sleeping areas in each dwelling unit. Said fixed temperature heat detectors shall be directly connected to the automatic fire alarm system. In all such cases, rate-of-rise heat detectors are prohibited.
Section 907.2.9.1 Group R-2. Delete exceptions nos. 1 and 2 in their entirety.
Section 907.2.9 Group R-2. Amend by adding the following new section 907.2.9.2:
   Section 907.2.9.2 Means Of Egress. Automatic smoke detectors, connected directly to the fire alarm system, shall be installed at the top of each exit stairway and spaced no more than every third floor below, exit accessways and common area means of egress corridors.
Section 907.6.4 Zones. Delete in its entirety
Section 907.6.4.2 High-Rise Buildings. Delete in its entirety and in lieu thereof substitute the following new section 907.6.3.2:
   Section 907.6.4.2 All Buildings. A separate zone by floor shall be provided for all of the following types of alarm initiating devices where provided:
   1.   Detection devices;
   2.   Sprinkler water-flow devices;
   3.   Manual fire alarm boxes;
   4.   Devices in each tenant space of a multi-tenant occupancy; and
   5.   Other approved types of automatic fire detection devices or suppression systems.
Section 907.6.6 Monitoring. Delete in its entirety and in lieu thereof substitute the following new section 907.6.6:
   Section 907.6.6 Monitoring. Where required by this chapter or by the International Building Code, an approved supervising station in accordance with NFPA 72 shall monitor fire alarm system. All new fire alarm systems shall transmit their signals by means approved by the fire code official.
Section 912.2 Location. Delete in its entirety and in lieu thereof substitute the following new section 912.2:
   Section 912.2 Location. With respect to hydrants, driveways, buildings and landscaping, fire department connections shall be clear of obstructions, and shall be located such that the fire apparatus and hose connected to supply the system will not obstruct access to the building for other fire apparatus. The location of the fire district connections shall be approved.
Section 913.4 Valve Supervision. Delete exception no. 4 in its entirety.
Chapter 10 Means Of Egress. With the exception of section 1032, chapter 10 shall be deleted in its entirety. Title 8, chapter 1, article D, of the village code shall regulate the means of egress in conjunction with section 1032 of the international fire code, 2021 edition.
Section 1104.3 Exit Sign Illumination. Delete in its entirety and in lieu thereof substitute the following new section 1104.3:
   Section 1104.3 Exit Sign Illumination. All newly installed exit signs shall be internally illuminated and supplied with emergency back-up power in accordance with the provisions of title 8, chapter 1, articles D and E, of the village code.
Section 1104.5 Illumination Emergency Power. Delete in its entirety and in lieu thereof substitute the following new section 1104.5:
   Section 1104.5 Illumination Emergency Power. The power supply for means of egress illumination shall normally be provided for by the premises' electrical supply. In the event of power supply failure, illumination shall be automatically provided from an approved emergency system. The power source and required duration of emergency operation shall be in accordance with the provisions of title 8, chapter 1, articles D and E, of the village code.
Section 2304.3 Unattended Self-Service Motor Fuel-Dispensing Facilities. Delete in its entirety and in lieu thereof substitute the following new section 2304.3:
   Section 2304.3 Unattended Self-Service Motor Fuel-Dispensing Facilities. Unattended self-service motor fuel-dispensing facilities shall be prohibited. Special type dispensers, such as coin, key or card operated devices, for self-service operation by the general public are prohibited unless an attendant is on premises.
Section 5003.4 Material Safety Data Sheets. Delete exception in its entirety.
Section 5003.4 Material Safety Data Sheets. Amend by adding the following new section 5003.4.1:
   Section 5003.4.1 Location. The location of the required safety data sheets shall be as approved by the fire code official.

   Section 5608.1.1 Permit Applications. Applications in a form developed by the building official for permits shall be made in writing at least thirty (30) days in advance of the display or discharge of fireworks.

   Section 5608.1.2 Bond And Responsibility. Bond and responsibility for fireworks display and discharge requires "public liability insurance in the amounts of not less than four million dollars ($4,000,000.00) bodily injury and two hundred and fifty thousand dollars ($250,000.00) property damage and the village of Woodridge, Illinois, and the fire district shall be added as additional insured."
