If, in the opinion of the chief of police, a public liability bond is necessary for the protection of the lives and property rights of the citizens of Woodridge, the chief may set a reasonable bond as a condition for the issuance of a parade permit. The chief shall immediately notify the applicant of the bond requirements and set forth his reasons for the determination of the need for the bond and the amount required. (1976 Code §19-307)
