6-8A-7: PROTECTION AND MAINTENANCE OF PUBLIC WAYS:
   A.   Planking Edge Of A Pavement: No tractor, traction engine or other metal tired vehicle weighing more than four (4) tons, including the weight of the vehicle and its load, shall drive up onto, off or over the edge of any paved public highway in this village without protecting such edge by putting down solid planks or other suitable device to prevent such vehicle from breaking off the edges or corners of such pavement.
   B.   Spilling Loads:
      1.   No vehicle shall be driven or moved on any highway unless such vehicle is so constructed or loaded as to prevent any of its load from dropping, shifting, leaking or otherwise escaping therefrom; except, that sand may be dropped for the purpose of securing traction or water or other substances may be sprinkled on a roadway in cleaning or maintaining such roadway.
      2.   No person shall operate on any highway any vehicle with any load unless said load and any covering thereon is securely fastened so as to prevent said covering or load from becoming loose, detached or in any manner a hazard to other users of the highway.
   C.   Restricting Right To Use Highways: Whenever a highway or street over which the village has jurisdiction shall have become deteriorated, or by reason of rain, snow, ice or other climatic condition, is likely to be seriously damaged or destroyed unless the use of vehicles thereon is prohibited or the permissible weights thereof reduced, the mayor and board of trustees may, by resolution or ordinance, and for a period of not exceeding one hundred eighty (180) days, prohibit the use of such street or define the maximum load that may be carried thereon.
The mayor and board of trustees upon passing such ordinance or resolution shall erect or cause to be erected and maintained signs designating the provision of the ordinance or resolution at each end of that portion of any highway affected thereby, and the ordinance or resolution shall not be effective unless and until such signs are erected and maintained.
