6-5-7: PARKING FOR DISABLED, HANDICAPPED PERSONS:
   A.   Parking Privileges: Any motor vehicle having an identification card on display in its windshield (which identification card declares the possessor thereof to be a handicapped person and such card has been issued by any local government unit of the state of Illinois) or a motor vehicle bearing registration plates issued to a physically handicapped person pursuant to paragraph 5/3-616 or to a disabled veteran pursuant to paragraph 5/3-609 of the Illinois vehicle code, effective July 1, 1970, as amended 1 , is exempt from any statute of the state of Illinois or any ordinance of the village imposing time limitation on parking on a village street, but is otherwise subject to the laws which prohibit parking in "no stopping" and "no standing" zones in front of or near fire hydrants, driveways, public building entrances and exits, bus stops and loading areas, and is prohibited from parking where the motor vehicle constitutes a traffic hazard and the motor vehicle must be moved at the instruction and direction of a police officer to a location designed by such officer.
   B.   Application Of Provisions: Parking privileges granted by this section are strictly limited to the person to whom the above mentioned identification card and/or special registration plates were issued and to qualified operators acting under his express direction while the disabled person is present.
   C.   Identification Card:
      1.   Application For And Issuance Of Card: The village clerk is authorized to issue such handicapped identification cards to those persons who qualify under the laws of the state of Illinois. The village clerk shall prescribe the form and manner of application which shall be completed by a person desiring an identification card to be issued under this section and said application shall be under oath or affirmation.
      2.   Revocation Of Card: Any identification card issued under the provisions of this section may be revoked for cause or when the applicant no longer qualifies as a handicapped person and said card shall bear an expiration date. (1976 Code §19-139)
   D.   Unlawful Use Of Parking Area For The Handicapped: It shall be unlawful to park any motor vehicle which is not bearing registration plates or decals issued to a physically handicapped person or to a disabled veteran pursuant to the Illinois vehicle code, as evidence that the vehicle is operated by or for a handicapped person or disabled veteran, in any parking place, including any private or public off street facility specifically reserved, by the posting of an official sign, for motor vehicles bearing such registration plates or decals.
