6-4-9: RESTRICTIONS ON DRIVING:
   A.   Emerging From Driveway, Alley, Building, Etc.: The driver of a vehicle emerging from an alley, building, private road or driveway shall stop such vehicle immediately prior to driving into the sidewalk area extending across such alley, building entrance, road or driveway, or in the event there is no sidewalk area, shall stop at the point nearest the street to be entered where the driver has a view of approaching traffic thereon and shall yield the right of way to any pedestrian as may be necessary to avoid collision and, upon entering the roadway, shall yield the right of way to all vehicles approaching on said roadway.    B.   Limitation On Backing: The driver of a vehicle shall not back the same unless such movement can be made in safety and without interfering with other traffic. (1976 Code §19-89)
   C.   Driving On Sidewalk Or Bike Path: No person shall drive any vehicle upon a sidewalk area or bike path except upon a permanent or duly authorized temporary driveway. (Ord. 2004-30, 5-20-2004)
   D.   Driving Through Safety Zone: No vehicle shall at any time be driven through or within a safety zone. (1976 Code §19-90)
   E.   Coasting:
      1.   The driver of any motor vehicle traveling upon a downgrade shall not coast with the gears or transmission of such vehicle in neutral.
      2.   The driver of a motor vehicle of the second division when traveling upon a downgrade shall not coast with the clutch disengaged. (1976 Code §19-93)
   F.   Starting Parked Vehicle: No person shall start a vehicle which is stopped, standing or parked unless and until such movement can be made with reasonable safety. (1976 Code §19-84)
   G.   Opening Vehicle Doors: No person shall open the door of a vehicle on the side available to moving traffic unless and until it is reasonably safe to do so and can be done without interfering with the movement of other traffic, nor shall any person leave a door open on the side of a vehicle available to moving traffic for a period of time longer than necessary to load or unload passengers.
