6-2-5: POWERS OF VILLAGE 1 ; SIGNS POSTED:
The mayor and board of trustees, with respect to streets and highways under their jurisdiction and within the reasonable exercise of the police power, shall have the power to:
   A.   Regulate the standing or parking of vehicles;
   B.   Regulate traffic by means of police officers or traffic control signals;
   C.   Regulate or prohibit processions or assemblages on the highways 2 ;
   D.   Designate particular highways as one-way highways and require that all vehicles thereon be moved in one specific direction;
   E.   Regulate the speed of vehicles in public parks subject to the limitations set forth in 625 Illinois Compiled Statutes 5/11-604;
   F.   Designate any highway as a through highway and require that all vehicles stop before entering or crossing the same or designate any intersection as a stop intersection or a yield right of way intersection and require all vehicles to stop or yield the right of way at one or more entrances to such intersections; (1976 Code §19-6)
   G.   Restrict the use of highways as authorized in 625 Illinois Compiled Statutes 5/15; (1976 Code §19-6; amd. 1991 Code)
   H.   Regulate the operation of bicycles and require the registration and licensing of same, including the requirement of a registration fee;
   I.   Regulate or prohibit the turning of vehicles or specified types of vehicles at intersections;
   J.   Alter the speed limits as authorized in 625 Illinois Compiled Statutes 5/11-604;
   K.   Prohibit U-turns;
   L.   Prohibit pedestrian crossings at other than designated and marked crosswalks or at intersections;
   M.   Prohibit parking during snow removal operations 3 ;
   N.   Impose fines as penalties for use of any parking space reserved for physically handicapped persons or disabled veterans by any person using a motor vehicle not bearing registration plates specified in 625 Illinois Compiled Statutes 5/11-1301.1 or such devices as may be deemed proper as evidence that the vehicle is operated by or for a handicapped person or disabled veteran 4 ;
   O.   Adopt such other traffic regulations as are specifically authorized by law.
No ordinance or regulation enacted under subsection A, D, E, F, G, I or J of this section shall be effective until signs giving notice of such local traffic regulations are posted upon or at the entrances to the highway or part thereof affected as may be most appropriate. (1976 Code §19-6)
