4-2-3: RECYCLABLE MATERIAL PROGRAM:
   A.   Findings: The village has determined that it is in the best interests of its residents and in furtherance of the public health, welfare and safety to institute a program for the recycling of recyclable material within the recyclable material program area.
   B.   Contract For Collection:
      1.   The village may, from time to time, enter into a contract with any person providing for the collection of recyclable material within the recyclable material program area upon such terms as the village deems advisable. To the extent that any terms or conditions of any such contract conflict with any provision of this code, the term of condition set forth in such contract shall control. (Ord. 89-63, 11-9-1989)
      2.   Notwithstanding any provision contained in this code to the contrary, no person, whether licensed as a scavenger 1 (residential or commercial) or not, shall purchase and/or collect recyclable material within the recyclable material program area unless authorized by the village to do so, pursuant to a contract entered into pursuant to this subsection B.       3.   Any scavenger who violates any provision of this section shall be subject to license suspension or revocation proceedings.
   C.   Prohibited Acts: It shall be unlawful for any person to place for collection or pick up any landscape waste or refuse contained in a recycling container. (Ord. 92-15, 4-23-1992)
