1-5-6: RECORDING AT MEETINGS:
In accordance with the Open Meetings Act 1 , the following procedures are established for when a member of the public wishes to record an open meeting. Members of the public have no right to attend or record at closed meetings. These procedures apply to all open meetings of the Corporate Authorities of the Village, including regular, rescheduled or special meetings and study/workshop sessions.
   A.   Any individual seeking to record an open meeting shall comply with the following:
      1.   No flashbulbs, floodlights or similar lighting may be used during meetings of the Corporate Authorities, without the prior approval of the Corporate Authorities. No person recording a meeting may disrupt a meeting or interfere with the orderly communication among or the unobstructed vision of the participants in the meeting, or of the general public in attendance.
      2.   Photographic and television equipment may be restricted by the Mayor to designated areas of the room in which a meeting is being conducted, but such area must have a clear view of the proceedings.
      3.   When the Mayor receives a request to suspend video recording from an individual who is providing public comment or testimony to the Village Board, members of the public in attendance who are video recording the meeting shall immediately cease recording until such time as the Mayor has announced that the recording may resume.
      4.   Whenever the Board sits as a tribunal or conducts a hearing at which witnesses are to testify, and a witness asserts the right under State or Federal law, as may now or hereafter be applicable, to refuse to testify if the proceedings are to be broadcast, televised or photographed, the Mayor shall direct that all such photographing and recording cease during the testimony of the witness, and the Mayor shall enforce such order by all lawful means. Notwithstanding the foregoing, this rule shall not be construed to extend the right to refuse to testify at any meeting not subject to the provisions of section 8-701 of the Code of Civil Procedure 1 .
