1-5-3: RULES AND ORDER OF BUSINESS:
   A.   Order Of Business: From time to time, the Mayor shall, with the advice and consent of the Board of Trustees, propose a form of an agenda which shall establish the order of business to be considered by the Board of Trustees. (1976 Code §2-56)
   B.   Rules:
      1.   Quorum: Three (3) Village Trustees and the Mayor or four (4) Trustees shall constitute a quorum to do business. A smaller number of the Board, however, may adjourn from time to time and may compel the attendance of absentees. (1976 Code §2-55)
      2.   Rules Of Order: The Mayor shall decide all questions of order, and in all cases not specifically provided for by law or ordinance, the Board shall be guided by parliamentary law as laid down in "Robert's Rules of Order". (1976 Code §2-62)
      3.   Voting Requirements:
         a.   In all cases of the passage of an ordinance, the creation of a liability against the Village, the expenditure or appropriation of its monies, or at the request of any member, the yeas and nays shall be taken and the result shall be recorded in the minutes of the Board. The concurrence of a majority of the elected members of the Board shall be necessary to the passage of any such ordinance, resolution or appropriation. (1976 Code §2-57)
         b.   When a question is stated from the Chair, every member who shall be present shall vote thereon, unless excused by the Mayor and Board of Trustees, or unless he is personally or directly interested in the question before the Board. (1976 Code §2-59)
      4.   Record Of Transactions: In all cases where an ordinance, resolution, amendment or motion shall be a matter of record in the minutes of the Board, the name of the member offering or making the same shall be entered thereon. (1976 Code §2-58)
      5.   Suspension Of Rules: The rules of procedure for the Board, other than those prescribed by statute, may be suspended at any time by the consent of a majority of the members present at any meeting. (1976 Code §2-63)
      6.   Censuring; Expelling A Member: Any member acting or appearing in a disgraceful manner, or using violent and insulting language to or about any member of the Board of Trustees, or who does not obey the orders of the Chair, shall, on motion, be censured by a majority vote of the members present, or expelled by a two-thirds (2/3) vote of all members elected.
