10-5A-3: STORM SEWER CONSTRUCTION STANDARDS:
The standards and requirements found in this section are for the materials and constructing of storm sewer systems within the village. (1976 Code §16-143.10)
   A.   Scope Of Regulations; Specifications: These specifications cover materials, construction and all appurtenances normally used for the construction of a storm sewer system. Storm sewer systems shall be installed in accordance with section 600 of "Standard Specifications for Road and Bridge Construction", as amended, and in accordance with the "Standard Specifications for Water and Sewer Main Construction in Illinois", as amended.    B.   Pipe Materials: All pipe material used in storm sewer construction, unless otherwise specified, shall be reinforced concrete pipe conforming to designation C 76, classes I, II, III, IV or V or SDR-26 (polyvinyl chloride) PVC pipe conforming to ASTM D 3034, type PSM for sizes six inches (6") to fifteen inches (15") and ASTM F-679-89 for sizes eighteen inches (18") to thirty six inches (36"), or class 52 cement lined ductile iron pipe conforming to ANSI A 21.51 (AWWA C-151).    C.   Storm Sewer Manholes:
      1.   Location: Manholes shall be located at the junction of two (2) storm sewer pipes or at any change in grade, alignment or size of pipe. The maximum spacing of manholes shall be three hundred feet (300') or as approved by the village engineer. (1976 Code §16-143.31)
      2.   Construction And Installation Regulations: Manholes for storm sewers shall have a minimum inside diameter of forty eight inches (48") and be constructed of precast portland cement concrete units in accordance with section 612 of the "Standard Specifications for Road and Bridge Construction", as amended. Manholes for storm sewers shall be type A Illinois department of transportation standard 1527-0 constructed of precast reinforced concrete sections in accordance with section 512 of the "Standard Specifications for Road and Bridge Construction", as amended, and installed in accordance with the applicable portion of section 600 of the standard specifications.    D.   Catch Basins:
      1.   Location: Catch basins shall be located prior to the introduction of any surface water into storm sewer systems. Catch basins shall be utilized in all locations where it is intended to direct surface flow into the storm sewer system. Under no circumstances will any connections be made to the storm sewer system prior to routing surface water collected through a catch basin. The village engineer shall recommend the placement of all catch basins within a storm sewer system. (1976 Code §16-143.41)
      2.   Construction, Installation: Catch basins utilized for storm sewer systems shall be type A Illinois department of transportation standard 1514-9 constructed of precast, reinforced concrete sections in accordance with section 612 of the "Standard Specifications for Road and Bridge Construction", as amended, and installed in accordance with the applicable portions of section 600 of the standard specifications.    E.   Inlets:
      1.   Location: Inlets will be located as necessary to collect surface water that is to be directed into the storm sewer system. In all cases, inlets shall be required to be connected to catch basins prior to allowing water collected by it to be transmitted into the storm sewer system. Inlets may be connected to inlets prior to their connection to catch basins, but in no case will more than one inlet be allowed to be connected to another. Maximum amount of inlets allowed to be connected to said catch basins shall be three (3). (1976 Code §16-143.51)
      2.   Construction Regulations: Inlets utilized for storm sewer systems shall be type A Illinois department of transportation standard 1683-4 constructed of precast, reinforced concrete sections in accordance with section 612 of the "Standard Specifications for Road and Bridge Construction", as amended, and installed in accordance with the applicable portions of section 600 of the standard specifications.    F.   Frames And Grates: Frames and grates utilized for storm sewer systems shall be of the respective types as specified by the Illinois department of transportation highway standards book, as amended. All frames and grates shall be constructed in accordance with section 614 of the "Standard Specifications for Road and Bridge Construction", as amended. Closed lids to be furnished shall be imprinted with the words "Storm Sewer" on the cover in raised letters. All frames shall be adjusted to proper grade utilizing reinforced precast concrete rings; brick or concrete blocks will not be allowed. Adjusting rings shall be securely sealed to the manhole catch basin or inlet using resilient, flexible, nonhardening, preformed bituminous mastic material (RAM-NEK, or approved equal) or of a material approved by the village engineer. Up to twelve inches (12") of adjusting rings may be installed on a given structure; however, no more than one 2-inch adjusting ring shall be used. (1976 Code §16-143.60)
