10-4-2: STREETS AND ALLEYS:
   A.   Streets:
      1.   General Provisions: A public street or streets shall be provided to afford convenient access to all property within the subdivision.
         a.   No private street or thoroughfare shall be permitted, except by special permit.
         b.   The proposed street system shall conform with all policy and graphic elements of the official comprehensive plan or if a preliminary plat for a planned development has been approved, with the said approved preliminary plat for a planned development.
         c.   Where, according to an official plan element, it is desirable to provide for street access to adjoining property, the proposed streets shall be extended by dedication to the boundary of such property. (1976 Code §16-70)
      2.   Street Design Specifications:
         a.   Design regulations governing thoroughfares as designated by the plan commission shall be in accordance with standards of design established by the director of public works. (1976 Code §16-70; amd. 1991 Code; Ord. 2011-21, 5-12-2011)
         b.   The elimination of street jogs with centerline offsets of less than one hundred twenty five feet (125').
         c.   A tangent of at least one hundred feet (100') long shall be required between reverse curves on collector streets.
         d.   Where connecting and horizontal street lines within a block deflect from each other at any one point more than ten degrees (10°), there shall be a connecting curve. Minimum centerline horizontal curvature shall be:

         e.   Gradients of all streets shall be at least one percent (1%) and shall not exceed five percent (5%).
         f.   Different connecting street gradients shall be connected with vertical parabolic curves. Minimum length in feet of these curves shall provide a stopping sight distance of not less than three hundred feet (300').
         g.   It shall be evidenced that all street intersections and confluences encourage safe and efficient traffic flow.
         h.   Proposed streets which are obviously in alignment or a continuation of existing streets shall bear the name of such existing streets. In no case shall the name for proposed streets duplicate existing street names irrespective of the use of the suffix such as street, avenue, road, boulevard, drive, place or court. (1976 Code §16-70)
   B.   Alleys: Alleys may be provided at the rear of all lots or tracts intended for business, commercial, industrial or multiple-family building use, but shall not be provided in single-family residential blocks.
   C.   Right Of Way Widths:
      1.   The minimum width of right of way of a street, alley or thoroughfare, measured between the lines of property abutting upon the right of way, shall not be less than the following:
         a.   Major streets to be used by fast or heavy traffic and designated as such through an official plan element by the village board shall be one hundred feet (100') or as shown on the plan, whichever is greater.
         b.   Streets in the industrial zoning district shall be sixty feet (60') with an additional twenty five foot (25') utility easement on each side.
         c.   Other nonresidential streets shall be sixty six feet (66').
         d.   Local streets shall be sixty six feet (66').
         e.   Secondary streets shall be eighty feet (80'). (1976 Code §16-70)
         f.   Cul-de-sacs (permanent dead end streets with permanent turnarounds having an inside diameter of not less than 120 feet) shall be sixty six feet (66') wide and no longer than four hundred feet (400') as measured from the intersecting centerlines of the cul-de-sac and the nearest intersecting street to the center of the cul-de-sac diameter.          g.   Alleys to serve business or industrial areas shall be thirty feet (30').
         h.   Alleys to serve multi-family residential blocks, where required, shall be twenty eight feet (28').
         i.   Marginal access streets shall be forty feet (40').
      2.   In the case of the extension of an existing adjoining right of way, having a width less than the minimum requirements, the plan commission may approve the extension thereof at the same width.
      3.   The entire right of way shall be dedicated where any part of the subdivision is on both sides of an existing or proposed right of way or on one side of a right of way proposed to serve the subdivision exclusively.
      4.   When the subdivision is located on only one side of an existing or proposed right of way, the subdivider shall dedicate any additional right of way necessary to meet the minimum requirement, but not exceeding one-half (1/2) of the total required width, unless the street will serve that subdivision exclusively.
      5.   In the case where topography or other conditions make dedication of a street or part thereof the required minimum width impractical, the plan commission may modify the above requirements. It may also increase the minimum width subject to approval by the village board.
      6.   Marginal access streets shall be located in the rights of way of the thoroughfares where access streets are required by the plan commission. Additional land for right of way needed to secure designated width (measured from established centerline of right of way) for thoroughfares shall be reserved in the subdivision plat.
      7.   Half streets shall be prohibited, except where essential to the reasonable development of the subdivision in conformity with the other requirements of the regulations, and where the plan commission finds it will be practicable to require the dedication of the other half when the adjoining property is subdivided. A right of way width of not less than forty feet (40') shall be required for the half street. Wherever a half street is adjacent to a tract to be subdivided, the other half of the street shall be platted within such tract.
      8.   Pedestrianways with a minimum width of twelve feet (12') may be required if deemed necessary by the plan commission.
      9.   There shall be provision for serving lots abutting thoroughfares and highways by either the use of: a) marginal access street, b) backing lots to the arterial street with a screen planting contained in a nonaccess reservation along the rear property line, c) deeper lots fronting on the arterial street with local street access from the rear. These methods are recommended for the purpose of providing adequate protection of residential properties and to afford separation of through and local traffic. (1976 Code §16-70)
