10-3-1: PRE-APPLICATION PROCEDURE:
   A.   Purpose: The purpose of the preapplication conference is to afford the subdivider an opportunity to avail himself of the advice and assistance of the Plan Commission and to consult early and informally with the Plan Commission staff before preparation of the preliminary plat and before formal application for its approval in order to save time and money and to make the most of his opportunities.
   B.   Submission of Plans and Data: Prior to the filing of an application for approval of the preliminary plat, the subdivider may submit to the Plan Commission plans and data as follows. This step does not require formal application, fee or filing of the plat. (1976 Code §16-41)
Preapplication plans and data, which are recommended but not required, shall comply with the following:
      1.   General Subdivision Information: General subdivision information should describe or outline the existing conditions of the site and the proposed development as necessary to supplement the drawings listed below. This information may include data on existing covenants, land characteristics and available community facilities and utilities; and information describing the subdivision proposal such as number of residential lots, typical lot width and depth, price range, business areas and other public areas, proposed protective covenants and proposed utilities and street improvements.
      2.   Sketch Plan: Sketch plan, on topographic survey, should show in simple sketch form the proposed layout of streets, lots and other features in relation to existing conditions. The sketch plan may be a freehand pencil sketch made directly on a print of the topographic survey. The sketch plan should include the existing topographic data listed in subsection 10-3-2B of this Chapter. (1976 Code §16-55)
   C.   Plan Commission Decisions: Within forty five (45) days, the Plan Commission shall inform the subdivider that the plans and data as submitted or as modified do or do not meet the objectives of these regulations. When the Plan Commission finds the plans and data do not meet the objectives of these regulations, it shall express in writing to the subdivider its reasons therefor. (1976 Code §16-41)
