10-2-5: PRESERVATION OF HISTORICAL AND NATURAL FEATURES:
In all subdivisions, due regard shall be given to the preservation of historical sites and natural features such as large trees, watercourses and scenic views. To ensure the preservation of trees, the village engineer shall verify that tree protection measures are properly in place in accordance with a tree preservation plan approved pursuant to title 9, chapter 13 of this code prior to the commencement of any site development activities including tree removal. At the discretion of the village engineer, verification of compliance with the tree preservation plan may be performed by the developer's Illinois registered landscape architect, forester certified by the Society Of American Foresters, or arborist certified by the International Society Of Arboriculture, which shall submit written certification to that effect. The village engineer shall enforce the tree preservation plan and shall take enforcement action for violations thereof that occur in conjunction with site development activities until such time as a building permit is issued by the community development department or until the completion of site development activities, whichever occurs first. At his discretion, the village engineer may hire an arborist certified by the International Society Of Arboriculture, forester certified by the Society Of American Foresters or Illinois registered landscape architect at the developer's expense in conjunction with the implementation and enforcement of a tree preservation plan.
