Wherever any subdivision of land shall hereafter be laid out, the subdivider thereof or his agent shall submit a preliminary plat to the plan commission. Said plats and plans of proposed improvements, and all procedure relating thereto, shall in all respects be in full compliance with these regulations; except, that a planned development may depart from the standards and regulations of these regulations to the extent such departures either are approved at the time that the land is classified into a planned development district and the issuance of a special use permit is authorized, or are approved in an annexation agreement entered into by the corporate authorities pursuant to the provisions of 65 Illinois Compiled Statutes 5/11-15.1-1 et seq.
