(a) “Shopping center” means a retail store or group of contiguous retail stores where there is a total ground floor building area of not less than 21,000 square feet and where off-street parking for motor vehicles is provided in an area immediately adjoining.
(b) “Public grounds” means any land located within and owned by the Village, the County, the State or any political subdivision thereof and the United States Government or any agency thereof.
