Except in those sections where otherwise specifically provided, any person who violates any provision of this chapter shall be deemed guilty of a minor misdemeanor, provided that the offender has not previously been convicted of a violation of this chapter. If the offender has previously been convicted of any violation of this chapter, then such subsequent violation shall be a misdemeanor of the second degree, and upon conviction thereof shall be subject to the provisions and penalties provided for in Section 501.99.
