§ 36.03 COMMISSION TO STUDY AND SURVEY; REPORTING.
   The Commission shall immediately proceed to make a study and survey so that regulations may be made in accordance with a comprehensive plan regarding the use of land, the construction and remodeling of buildings, and the division of the city into districts, all as provided in KRS 100.500 through 100.530, and shall promptly make a preliminary report and hold public hearings on said preliminary report in accordance with the aforementioned statutes. As soon as such preliminary report has been made and public hearings are held, a final report shall be made to the Board of Trustees recommending the regulations to be made by the city as to the use of land, the construction of buildings thereon and the division of the land into districts.
