§ 32.18 RESIDENTS ADDRESSING THE COUNCIL.
   (A)   Any resident who desires to address the Council shall identify himself or herself by name and address.
   (B)   Each resident shall be subject to a three minute maximum time within which he or she may address the Council.
   (C)   A maximum of two persons shall be permitted to address the Council on the same side of an issue.
   (D)   In the event the person addressing the Council has written comments, a copy may be provided to the Mayor and Council prior to the Council meeting.
   (E)   Residents are permitted to address the Council during meetings only as set forth above.
