(A) Every person engaged in solicitation of any kind in the city shall first make application for, and obtain from, the City Clerk a solicitation permit. The City Clerk shall furnished application form to all applicants for said permits, which application forms shall give the following information:
(1) Name and address of applicant;
(2) Name and address of principal for whom solicitation is made;
(3) Whether principal is a charity, non-profit organization or otherwise;
(4) Period for which solicitation permit is requested and hours of day of intended solicitation; and
(5) Remarks.
(B) The City Clerk shall not make any charge for the issuance of solicitation permits to persons making solicitation for charitable or non-profit organizations. The Clerk shall charge for all other solicitation permits.
