Upon receipt of an application for a permit to remove or trim any tree in excess of 12 inches in diameter, growing within any utility, drainage easement or street right-of-way within the city, the City Forester shall review the application in order to determine whether the permission requested would diminish the beauty and/or enjoyment by the public of the area affected. The City Forester shall report his or her recommendation to the City Council within 30 days from receipt of such application.
