In the event the owner, occupant or person having control or management of any land within the city fails to abate the violation within seven days from the date of receipt of the warning citation, the city may make arrangements for the abatement of such nuisance and the cost for abating said nuisance shall be charged to and paid by such owner, occupant or person having control or management of the land by sending the said responsible party a statement of the amount due and a description of the work performed.
