Ordinances and resolutions of the city are hereby declared to remain in force and effect, and any such ordinance citing or relying on a section of Kentucky Revised Statutes repealed by the 1980 Regular Session of the General Assembly shall be deemed to refer to such repealed statute for purposes of structure, procedure and operation only, and not for the grant of any power or authority found in such section.
