For the purposes of the organization and structure of the government of the city, those sections of the Kentucky Revised Statutes pursuant to which city government operated on July 14, 1980, which sections have been repealed effective July 15, 1980, shall continue as directing and controlling the organization and structure of city government, notwithstanding their respective repeal.
