(A) There is hereby established a 25 mph speed limit for all vehicles using the streets within the corporate limits, except Westport Road, which street is a state maintained highway, and the speed limit thereon shall be governed by the state. The speed limits herein established shall be posted.
(B) There is hereby established at intersections within the corporate limits of the city boulevard stops, four-way stops and yield rights-of-way as follows.

(C) Stop signs and yield right-of-way signs at the above intersections shall be posted in a conspicuous manner.
(D) Any person who violates the speed limit established under division (A) above or by the state on Westport Road shall, upon conviction thereof, be fined not less than $10 and not more than $100.
(E) Any person who violates any of the provisions of division (B) above shall, upon conviction thereof, be fined not less than $10 nor more than $100.
