The City Treasurer shall issue tax bills for said garbage collection tax, said tax bills to be rendered at the same time that the ad valorem property tax bills are rendered. The garbage collection tax bills shall list the names of the owner or occupant, the amount due, the due date, penalty provision and name and address of City Treasurers to which payment is to be sent. Proceeds from said garbage collection taxes shall be paid into the General Fund account of the city and shall be used to defray the expenses of garbage collection service furnished to the residents of the city.
