The owner-occupant or, in the event the premises are now owner occupied, the occupant of each residence shall pay to the Treasurer of the city an annual tax of $12 for said garbage collection service. The city shall contract for said garbage collection service and shall bear the expense of such charge. Payment of said garbage collection tax shall be annual, beginning with the year 1969 and shall be due on February 1 of each year. There shall be a 10% penalty added May 1 of each year on any tax which has not been paid by that time.
