The police court judge may assess, in addition to any fine or imprisonment, court costs against any defendant convicted in the police court of the city of violating any statute or ordinance wherein the fine assessed against said defendant does not exceed the sum of $50, the sum of $10 court costs or wherein the fine imposed against the said defendant does exceed the sum of $50, the sum of $20 court costs. The police court judge shall account for and pay over all court costs collected to the City Treasurer and said costs shall become a part of the general fund of the city.
