Sec. 12.403. International Residential Code Amendments.
The deletions from and modifications and amendments to the 2012 International Residential Code are as follows:
Chapter 1 Scope and Administration
Section R101.1 Title delete section and replace with:
R101.1 Title. These regulations shall be known as the Residential Code for One and Two Family dwellings of the City of Wood Dale, and shall be cited as such and will hereinafter be referred to as "this code".
Section R101.2 Scope delete the words "Section P2904" in Exceptions #1 and #2 and replace with "International Fire Code as adopted by the City of Wood Dale".
Section R102.4.3. Illinois Plumbing Code Is amended by adding thereto the following:
R102.4.3. Illinois Plumbing Code. Whenever a reference is made to the International Plumbing Code, refer to the applicable section of the current State of Illinois Plumbing Code as adopted and amended by the City of Wood Dale.
Section R103 Department of Building Safety delete section in its entirety.
Section R104.1 through R104.8 delete sections in their entirety.
Sections R104.10.1 Flood Hazard Areas delete section in its entirety.
Section R105 Permits delete section in its entirety.
Section R106.1.3 Information for construction in flood hazard areas delete section in its entirety.
Section R106.3.1 Approval of Construction documents delete section in its entirety.
Section R108 Fees delete section in its entirety.
Section R109 Inspections delete section in its entirety.
Section R110 Certificate of Occupancy delete section in its entirety.
Section R112 Board of Appeals delete section in its entirety.
Section R113 Violations delete section in its entirety.
Section R114 Stop Work Order delete section in its entirety.
Chapter 3 Building Planning

Section R302.1 Exterior Walls delete the words "Section P2904" and replace with "National Fire Code as adopted by the City of Wood Dale".
Section R302.2 Townhouses delete section and replace with:
R302.2 Townhouses. Each townhouse shall be a separate building and independently owned and independently occupied from adjoining townhouses. Each townhouse shall be separated by a minimum of a UL rated two hour fire-resistant rated wall assembly or its equivalent. The rated separation wall shall not contain plumbing or mechanical equipment, ducts or vents, in the cavity. All electrical in the rated separation wall shall be installed with the 2011 NEC penetrations of electrical boxes and shall be in accordance with section R302.4.
Exception: A one hour fire separation wall shall be permitted only if both townhouse units are equipped throughout with an automatic sprinkler system installed in accordance with NFPA 13.
Section R302.2.2 Parapets #3 delete the words "a 1-hour fire- resistant rating" and replace with "the fire-resistance rating of the required separation wall".
Section R302.2.4 Structural independence Exception #5 delete in its entirety.
Section R302.3 Two Family dwellings Exceptions #1 and #2 delete in their entirety.
Section R302.5.2 Duct penetration add the following:
All Ductwork shall be covered with a minimum of 5/8 inch gypsum board.
Section R302.6 Dwelling/garage fire separation delete all references of "1/2 inch" and replace with "5/8 inch".
Section R302.7 Under stair protection delete the words "1/2 inch" and replace with "5/8 inch".
Section R305.1 Minimum height add exception #3
R305.1 Exceptions:
3. Crawl spaces shall have a minimum clear height of 36 inches from the top of the slush coat to the bottom of the floor joists or other ceiling finishes.
Section R309.1 Floor surface delete section and replace with:
R309.1.1 Gas curb. The Garage surface shall be a minimum of 6 inches below the adjacent top of the foundation for the common walls with the living space. A 6 inch high by 4 inch wide concrete gas curb may be poured against the common wall in lieu of the 6 inch difference in elevation.
Exception: existing garage slabs.
Section R309.5 Fire sprinklers delete section in its entirety.
Section R313 Automatic Fire Sprinkler Systems delete section and replace with:
Section R313 Automatic Fire Sprinkler Systems. An automatic residential fire sprinkler system may be installed in townhomes and one and two family dwellings. All automatic residential fire sprinkler systems must be installed in accordance with NFPA 13.
Section R319.1 Address numbers delete section and replace with:
Section R319.1 Address numbers. Buildings shall have approved address numbers, building numbers or approved building identification mounted on the structure and placed in a position that is plainly legible and visible from the street or road fronting the property. These numbers shall contrast with their background. Address numbers shall be Arabic numbers and a minimum of 6 inches high with a minimum stroke width of 1/2 inch. Where access is by means of private road or the building address cannot be viewed from the public right of way, an additional address will be posted on a monument, pole or other sign or means to identify the structure.
Chapter 4 Foundations
Section R401.1 Application delete the last sentence of the section and delete the exception.
Sections R402.1 Wood foundations through Section R402.1.2 Wood treatment delete sections in their entirety.
Section R403.1 General delete the words "fully grouted masonry, crushed stone footings, wood foundations".
Figure R403.1(2) and Figure R403.1(3) delete the figures in their entirety.
Section R403.1.1 Minimum size delete the words "masonry footings" and "Footings for wood foundations shall be in accordance with the details set forth in Section R403.2, and Figures R403.1(2) and R403.1(3)".
Section R403.1.1 Minimum size add section:
Section R403.1.1.1 Screen Rooms and Three Season Room Foundations. Screen rooms, three season rooms and decks or porches with roofs larger than 25 square feet in floor area shall be supported on a minimum of an 8 inch wide continuous frost depth trench foundation. Alternate foundation designs, as approved by the Building Official, shall be designed and sealed by a State of Illinois licensed design professional.
Section R403.1.1 Minimum size add section:
Section R403.1.1.2. Exterior Stairs and Stoop Foundations. All exterior stairs and landings, when constructed of concrete, stone or masonry shall be supported on a minimum of an 8 inch wide wing wall that is tied with reinforcing to the main foundation or 8 inch diameter piers excavated below frost depth. Alternate foundation designs, as approved by the Building Official, shall be designed and sealed by a State of Illinois licensed design professional.
Sections R403.2 Footings for wood foundations through Section R403.3 Frost-protected shallow foundations delete sections in their entirety.
Section R404.1.6 Height above finished grade delete the words "4 inches" and replace with "6 inches".
Section R404.2 Wood foundations walls delete section in its entirety.
Section R405.2.3 Drainage Systems delete the words "into an approved sewer system or to daylight" and replace with "into a minimum 4 inch underground rigid pipe and be directly connected to storm sewers in cases where a storm sewer is designed to accept this discharge and approved by the Public Works Director".
Chapter 5 Floors
Section R502.11 Wood Trusses add section:
Section R502.11.14 Protection of engineered lumber. All wood floor trusses and engineered wood floor joists, beams, girders and the like shall be covered with a minimum of 5/8 inch type X fire code gypsum board on the underside.
Section R506.1 General delete section and replace with:
R506.1 General. Concrete slab on grade floors and exterior slabs shall be designed and constructed in accordance with the provisions of this section or ACI 332. Concrete floors shall be a minimum of 4 inches thick for expansive soils. All crawl spaces shall have a minimum of a 2 inch slush coat installed.
Chapter 7 Wall Covering
Section R702.3.1 Materials add section:
Section R702.3.1.1 Required Thickness. All new structures, additions or substantially remodeled residential occupancies shall use 5/8 inch gypsum board.
Chapter 8 Roof-Ceiling Construction
Section R802.10 Wood Trusses add section:
Section R802.10.5 Protection of engineered lumber. All wood floor trusses and engineered wood floor joists, beams, girders and the like shall be covered with a minimum of 5/8 inch type X fire code gypsum board on the underside.
Chapter 9 Roof Assemblies
Section R903.4 Roof Drainage add section:
Section R903.4.2 Gutters and Downspouts. Gutters and downspouts shall be installed on all dwelling units and accessory structures that contain 400 square feet or more of exterior floor space. Downspouts shall discharge on the owner's property and not extend more than 50% into any front or rear yard and directed so as to not create a nuisance to the adjoining properties or public sidewalks and rights of way.
Chapter 11 Energy Efficiency delete chapter in its entirety, see International Energy Conservation Code as adopted by the State of Illinois and the City of Wood Dale.
Chapter 12 Mechanical through Chapter 23 delete chapters in their entirety, see the International Mechanical Code as adopted by the City of Wood Dale.
Chapter 24 Fuel Gas delete chapter in its entirety, see the International Fuel Gas Code as adopted by the City of Wood Dale.
Chapter 25 Plumbing through Chapter 33 Storm Drainage delete chapters in their entirety, see the Illinois Plumbing Code as adopted by the City of Wood Dale.
Chapter 34 Electrical through Chapter 43 Class Remote-Control, Signaling and Power-Limited Circuits delete chapters in their entirety, see the National Electrical Code as adopted by the City of Wood Dale.
