(A) A majority vote of all members-elect of the Common Council shall be required to pass an ordinance, resolution, order or motion unless a greater number shall be required by law.
(B) Whenever it is required that any ordinance or resolution shall be passed or other action of the Common Council taken by a two-thirds vote, such requirement shall be construed to mean a two-thirds vote of all the members-elect.
