Police officers may issue warning notices to the owners or operators of vehicles to the effect that they have not operated their vehicle in a proper manner. The notices shall be in writing on a form provided, therefor and shall be made in duplicate. One copy shall be delivered to the owner or operator and the other kept on file in the office of the Clerk-Treasurer.
