§ 33.15  POLICE DEPARTMENT GRANT FUND.
   There is created a fund specifically for the receipt and disbursement of monies that arrive to the city as stipulated by grants, be they state, federal or otherwise, that are given to the Police Department under terms defined by the specific grant in question. All relevant monies received as described above will be appropriated and spent, as directed according to Indiana law, by the Department of Local Government Finance or any other relevant department with the authority to direct such matters.

§ 33.16  LOCAL ROAD AND BRIDGE MATCHING FUND.
   There is created a non-reverting fund to be known as the Local Road and Bridge Matching Grant Fund (“Fund”) hereby established under the number 258. The fund shall receive monies from INDOT via their Local Road and Bridge Matching Grant Fund, as well as any local match funds transferred from the LOIT Special Distribution Fund, the Rainy Day Fund, the Motor Vehicle Highway Fund and any other fund that is eligible for a local road or bridge project as designated by the Common Council through a proper ordinance or resolution as required. Appropriations from the fund shall be made only for the purpose of expenditures authorized or provided for by guidelines established and approved by the Community Crossings Grant program and must be approved by the Department of Local Government Finance (“DLGF”) according to their established procedures.

§ 33.17  INVESTMENT OF PUBLIC FUNDS.
   (A)   The City Council hereby authorizes the investment officer of the City of Woodburn to invest public funds in certificates of deposit of depositories that have not been designated by the local Board of Finance but are designated by the State Board of Finance as a depository for state deposits under I.C. 5-13-9-5.
   (B)   The authority granted herein expires on the first anniversary of the date on which this section is adopted.
   (C)   The City Council hereby authorizes the investment officer of the City of Woodburn to invest public funds in interest bearing deposit accounts pursuant to I.C. 5-13-9-5.3 in accordance with the following conditions:
      (1)   The funds are initially invested through a depository that is selected by the investing officer;
      (2)   The selected depository arranges for the deposit of the funds in interest bearing deposit accounts in one or more federally insured banks or savings and loan associations, wherever located, for the account of the City of Woodburn;
      (3)   The full amount of the principal and any accrued interest of each deposit are covered by insurance of any federal deposit insurance agency;
      (4)   The selected depository acts as a custodian for the City of Woodburn with respect to the deposits; and
      (5)   On the same date that the City of Woodburn's funds are deposited, the selected depository receives an amount of deposits covered by insurance of any federal deposit insurance agency from customers of other institutions, wherever located, at least equal to the amount of funds invested by the City of Woodburn through the selected depository.

§ 33.18  FIRE PROTECTION TERRITORY EQUIPMENT REPLACEMENT FUND.
   (A)   A need now exists for the establishment of a Fire Protection Territory Equipment Replacement Fund for the Woodburn - New Haven Fire and EMS Protection Territory for all uses as set out in I.C. 36-8-19-8.5.
   (B)   This Common Council will adhere to the provisions of I.C. 36-8-19-8.5. The proposed fund will not exceed $0.0333 on each $100 of assessed valuation. Said tax rate will be levied beginning with taxes due and payable in 2022 and thereafter, continuing until reduced or rescinded.
   (C)   Proofs of publication of the public hearing held on the first day of March 2021, and a certified copy of this section shall be submitted to the Department of Local Government Finance of the State of Indiana as provided by law. This Fire Protection Territory Equipment Replacement Fund is subject to the approval of the Department of Local Government Finance.
   (D)   The City of New Haven is the provider unit of the Woodburn - New Haven Fire and EMS Protection Territory. The other participating units are the City of Woodburn, City of New Haven, Adams Township, Jefferson Township, Milan Township and Maumee Township, all in Allen County. New Haven, as provider unit, is authorized to establish this Fund.
   (E)   This section contains or incorporates by reference the contents of the agreement to establish the Fund (Ord. 21-1395).
