606.08  NUISANCE.
   (a)   It shall be unlawful for any person to keep or harbor any animal which by loud or frequent or habitual barking, yelping, howling, growling, hissing, chirping, screeching, or other noise, shall annoy the neighborhood or people traveling upon the streets, or which disturbs the public peace and quiet.
   (b)   It shall be unlawful for any person to permit any animal to run at large upon the public streets, walks, alleys, parks, public places within the Village, or upon premises of another, without express permission of the owner or occupant of those private premises.
