(a) Any person violating any of the provisions of this chapter shall be deemed responsible for committing a municipal civil infraction.
(b) Upon a sworn complaint that an animal is dangerous or prohibited by this chapter, or is currently being illegally possessed or maintained, a district court judge or district court magistrate may issue a summons to the owner or person in possession of the animal ordering him or her to appear to show cause why the animal should not be destroyed or otherwise removed from the Village.
