606.06  HUMANE TREATMENT.
   (a)   No owner or person harboring or possessing any animal shall fail to provide the animal with sufficient good and wholesome food and water, proper shelter and protection from the weather, veterinary care when needed, and humane care and treatment.
   (b)   No person shall beat, torment, overwork or otherwise abuse or treat an animal in a cruel or inhumane manner, or negligently or willfully cause or permit any animal to suffer unnecessary pain or torture.
   (c)   No owner or person harboring or possessing an animal shall abandon such animal.
