1484.01 DEFINITIONS.
   The following words, terms and phrases, when used in this chapter, shall have the following meanings ascribed to them, except where the context clearly indicates a different meaning:
   (a)   "Blight" means any area or parcel characterized by deteriorating and/or abandoned buildings; inadequate or missing public or community services; debris, litter, lack of sanitation facilities, trash or junk accumulation, and impacted by adverse nuisances.
   (b)   "Building materials" shall include, without limitation, lumber, brick, concrete or cinder blocks, plumbing materials, electrical wiring or equipment, heating ducts or equipment, shingles, mortar, concrete, or cement, nails, screws, or any other materials used in constructing any structure.
   (c)   "Deterioration or deteriorated" means the fact or process of decay or degeneration which has progressed to the point where it has resulted in or will soon result in making an object or mechanism unsafe, unsanitary, inoperable, unusable or unsuitable for its intended use, including, but not limited to, the advanced stage of rot, rust, mold, vermin, ingestion, infestation or destruction.
   (d)   "Junk" shall include, but not be limited to, parts of machines or motor vehicles, tires, vehicle parts, broken and unusable furniture, stoves, refrigerators, or other appliances, remnants of wood, metal or any other cast-off material of any kind whether or not the same could be put to any reasonable use.
   (e)   "Junk motor vehicle" shall include any motor vehicle which is unlicensed for a period in excess of thirty days for use upon the roads and highways in the State of Michigan and shall also include, whether so licensed or not, any motor vehicle which is inoperative for any reason for any period in excess of thirty days.
   (f)   "Litter" shall include, without limitation, debris, tin cans, waste paper, waste rubbish, garbage, filth refuse, vermin, decaying or dead matter, deteriorated signs, abandoned automobiles, wrecked or dismantled automobiles, and junk or industrial wastes.
   (g)   "Motor vehicle" means any self-propelled land vehicle which can be used for towing or transporting people or materials, including but not limited to, automobiles, trucks, buses, motor homes, motorized campers, motorcycles, motor scooters, tractors, snowmobiles, dune buggies and other off-the-road vehicles.
   (h)   "Person" shall include all natural persons, firms, co-partnerships, corporations, and all associations of natural persons, incorporated or unincorporated, whether acting by themselves or by a servant, agent, representative, or employee.
   (i)   "Trash" or "rubbish" shall include any and all forms of debris not herein otherwise classified.
   (j)   "Watercraft" means any vessel which can be used to transport one or more persons on the water, including but not limited to, boats, sailboats, canoes, paddle boats, pontoons, kayaks and personal watercraft.
