An application shall be secured from the office of the Clerk of the Village, to be filed with the Clerk not less than fourteen days prior to a regular Council meeting, setting forth in detail the specific period to be covered in permit, the quantity of soil to be removed, an exact description of lands affected, proposed future use of the land, and the reason why such soil removal will not be detrimental to the area.
